First removing the tabs and string of hat with scissors. To slightly waterproof the paper hats, align the bottom with packaging tape, folding to cover both front and back of the hats.
To create streamers, fold 2 to 3 feet of crepe paper into fourths, and cut lengthwise. For five of the cones, secure streamers on the inside of the hats using tape. For the sixth cone, secure a long piece of rope which will be used to hang the finished pinata.
Opening the cones back up, tightly tape wooden florist picks on top of the dots with sharp sides pointing down. Wrap cones back together and secure the seam with packaging tape. Set aside.
Now securely wrap the florist foam with rope to create a cradle to support its weight for hanging. Attach all five cones on each side of the foam, attaching the top cone with rope as hanging support. Set the bottom cone aside until the end of the project.
Cut flower stems to 3 inches long at an angle to easily attach into foam. Other floral varietals may require additional wooden picks to assist in piercing the foam. Tightly pack flowers one at a time around the foam until completely covered, adding the bottom cone and final flowers after the piñata is hanging in place.
