Cut a strip of fabric that is 4 inches wide by 20 inches long. With the right side facing up, fold up 27 over 1/2 inch of fabric on one end and hot glue it in place.
Fold the fabric strip in half lengthwise with the right sides facing together, and glue the open seam closed with fabric hot glue. Wait a few minutes for the glue to dry, and then turn the fabric tube right side out.
Cut a strip of elastic that is 9 inches long. Attach a safety pin to one end of the elastic and insert it into the fabric tube.
While holding one end of the elastic, use the safety pin to work the other end of the elastic through the tube. Once you finish, hold the elastic on both ends and remove the safety pin. Then tie the ends of the elastic together in a tight double knot.
Fluff and scrunch the fabric around the elastic and then hot glue the raw edge of the fabric inside the finished edge to create a finished seam. Experiment and have fun choosing fabric in different colors and textures!
